Its cheaper and makes more sense to buy/trade for the specific hats you want. When you craft it is totally random and most likely will be a loss and/or a hat you dont like/want. If you do craft it is cheaper to use two scrap hats (1-1.33 ref each) than it is to use 3 ref to make a hat.

When there’s a chance of getting a craft number is pretty much the only time crafting anything can be profitable in tf2 (barring maybe the HHHH which is valuable because you can only ever get one). Its all up to you! I personally craft most of my metal unless i want to save for a strange or something.
