Where does the term fixed base operator come from?
The term FBO originated in the early unregulated days of aviation. Before the Air Commerce Act of 1926, civil aviation was mostly unregulated, with pilots using military surplus aircraft for various purposes. Many of these pilots would fly from location to location and land on a farmer’s property.
